Central Point of Coordination (CPC) is the term defining the “single point of entry” required by Chapter 331 of the Iowa Code. CPC is an administrative function and is a component of the managed care system for county assistance. A CPC Administrator is responsible to develop, maintain and manage the county MH/DD funding system through supervision from the Howard County Board of Supervisors and in accordance with the state law, policies through the Iowa Department of Human Services and in conjunction with stakeholder needs.

A CPC Administrator must hold a baccalaureate degree from an accredited school and has demonstrated competency in program administration and planning in human services or a related field working with persons with disabilities.

CPC responsibilities:
Accept CPC applications from residents of Howard County who are requesting funding for services through the county’s mental health budget
Determine what county in Iowa is responsible for funding services (Legal settlement)
Administration of county funding for eligible county individuals and persons served by the State Payment Program in accordance with the Northeast Mental Health/Disabilities Services Administrative Plan, which includes Howard County.
Coordinate the response to individual needs ie. hospitalizations, residential , vocational, other support services; with families, the court, service providers etc.
Negotiate rates and monitor contracts with service providers
Collect data of individuals served through the county MH/DD budget
